Efficiency is NOT a Slogan: Understanding Payroll, People and Profit
Updated: Oct 8
Efficiency is NOT a slogan. It is the operating system that keeps Payroll, People and Profit in the same room.
RUNPAY® is built around one (1) focus — Efficiency — united by three (3) Core Values: saving Money, optimising Time and appreciating Attendance. These values are NOT just 'marketing lines'. They describe how a Business actually works.
When one (1) value fails, the other two (2) suffer. Always. A missed 'Attendance' pattern becomes overtime, backfill and delayed Delivery. Delayed Delivery leads to Wasted Time (WT). Wasted Time results in Extra costs. Extra costs then pressure the same people you NEED on the floor tomorrow. That loop is the quiet Tax on Australian Operations in 2026.
This article is written for Executives who fund every Salary, every Leave day AND every System. It connects the three (3) values to core operations, teams and the Wage-and-Leave cycle now sitting on the Profit and Loss (P&L) statement and the Balance Sheet.
1. The Three Values are One (1) System, NOT Three (3) Projects
Saving Money without 'Time Discipline' produces Cheap chaos. You under-invest in the Payroll engine and then pay for it in corrections, Fair Work exposure and Executive Hours (EH).
Optimising Time without 'Attendance Discipline' produces a Calendar that 'looks' full BUT a Roster that is Hollow. Meetings multiply. Coverage thins. The humans who DO attend carry the load.
Appreciating Attendance without 'Money and Time Discipline' produces Goodwill with NO Business Control (BC). You thank the humans for showing up on the day BUT FAIL to Price the day, the Leave or Protect the Dedicated Team (DT) that remains.
Core Operations — Payroll, Rostering, Finance, WH&S, Customer Delivery/Service — ALL run on the same three (3) levers:
Money: Wages, super, loadings, leave liability, penalties, underpayment risk.
Time: Cycle time to pay correctly, time to cover an absence, time Executives spend firefighting.
Attendance: Who is actually available to deliver the work the Business sold.
RUNPAY® exists to help Business Owners and Executives in Business choose Workforce Technology and Advice that protect all three (3) at once, through the Compare Marketplace of 240+ Payroll/HR systems and by-the-hour Executive Advisory.
2. Payroll is Usually the Cost that Moves Every Other Number
For most Australian Employers, Payroll is NOT a back-office line. It is the LARGEST HUMAN cost on the Profit and Loss statement. In Service, Care, Hospitality, Professional and many other Business Operations in Australia, it is also the largest controllable operating cost. The Wages Bill then creates the Balance-sheet companion Executives often under-read: Accrued Leave, Long Service Leave and other Employee Entitlements are all revalued as Pay Rates rise.
That is WHY saving Money starts here! A one (1) percent error on Rent is painful. A one (1) percent error on Payroll is structural.
National scale first. Employers paid $109.2 billion in Wages and Salaries in June 2026 alone — up 5.7% over the year, across 15.5 million Employee jobs.
That pool is NOT spread evenly by Business size. In the same month:
Businesses with 0–19 employees paid $24.2 billion.
Businesses with 20–199 employees paid $28.4 billion.
Businesses with 200 or more employees paid $56.7 billion.
Large Employers therefore still dominate the National Wages bill, even though they are a tiny share of the Business count. ABS Counts of Australian Businesses recorded 2.73 million actively trading Businesses at 30 June 2025, of which 994,178 were employing.
So the Executive RISK looks different by scale, but the principle does NOT change. A small Employer may have a 'Wages' line that is the whole Business. A medium Employer may have a multi-million-dollar 'Wages' line PLUS Leave Liability, Superannuation at 12%, Workers Compensation and once over the State threshold, Payroll Tax as well! A large Employer may have a 'Wages' line where a Classification error or an 'Unplanned' Absence pattern moves millions.
There simply is NO single National percentage that fits every P&L. Retail and Wholesale often carry a large Cost Of Goods (COG). Mining and Manufacturing can be Capital-heavy. Labour-led Businesses are different. Industry and SME reporting commonly puts Wages and associated Employee costs in the 40–60% of cost range for many Service SMEs and often higher still in Professional Services where 'labour' is the 'product'. Across mixed and Healthier Service Businesses, Wages (including the Superannuation Guarantee) commonly sit in a 25–40% of Revenue band, with Labour-intensive Sectors closer to 35–45%. RUNPAY® has already put this in Executive language: Workforce and Payroll are the Operational Core and often the single largest controllable expense in Labour-led organisations.
Two further facts matter for the 2026 Ledger.
First, the number on the Employment Contract is NOT the cost on the books. Superannuation at 12% of Ordinary Time Earnings (OTE), Workers Compensation, Leave Accruals, Public Holidays, and — above the State threshold — Payroll Tax push the fully Loaded Cost well above Base Pay. A $70,000 Salary is NOT a $70,000 Decision.
Second, Leave is stored and LATER paid at the 'New' Current Pay rate, NOT the Pay Rate when it was actually earned. This is the Save Money, Optimise Time, Appreciate Attendance link in one sentence. The 'Wages' line is the largest controllable people spend. Time lost in a sloppy Pay Cycle multiplies that spend. Attendance that is NOT planned turns the same spend into overtime, backfill, and a higher Leave Liability on the Balance Sheet.
If Payroll is the greatest people cost, it just cannot be the least governed system.
3. The 2026 Money Fact Executives CANNOT Ignore
Wages in Australia are still rising. That is NOT a theory. It is the current data.
The ABS Wage Price Index rose 3.2% through the year to the June quarter 2026. Private Sector wages rose 3.1%. Public Sector wages rose 3.4%. Average weekly Ordinary Time Earnings (OTE) for Full-time adults sat at $2,083.70 in May 2026, up 3.7% over the year. From the first full pay period on or after 1 July 2026, modern Award Minimum Wages increased by 4.75% and the National Minimum Wage moved to $26.44 an hour, or $1,004.90 a week.
Every increase flows into Ordinary Time Earnings (OTE), Superannuation at 12%, and — critically — the 'current-rate' value of any accrued Leave to date. Award and Wage increases do NOT land on a small line. They land on the line that, for many Australian Businesses, is already the largest people cost and, once Leave is revalued, a growing Balance-sheet liability.
This is the Business Lifecycle point that matters for Executives. Salaries step up. Award rates step up. Super steps with Ordinary Time Earnings (OTE). Payday Super, now live from 1 July 2026, requires contributions on the same Payday and into the fund within seven Business days. There is NO quarterly buffer left to hide a misclassification, a wrong Loading, or a Leave rate error.
Money that leaks here does NOT leak quietly. The Fair Work Ombudsman recovered $358 million for more than 249,000 underpaid Workers in 2024–25. Intentional Wage Theft has been a Criminal offence since 1 January 2025. Incorrect Award coverage, missed penalties, wrong Leave accruals, and sloppy Payslips remain among the most common failure points — themes already covered across RUNPAY® guidance on Awards, payslips, and pre-pay-run controls.
Saving Money, in this climate, is NOT Wage suppression. It is paying the right amount, once, with evidence.
4. Leave Days: What the Data Does — and Does NOT — Say
Full-time Employees accrue four weeks of paid Annual Leave and ten days of paid Personal/Carer’s Leave under the National Employment Standards (NES), with Shiftworkers often entitled to a fifth week of Annual Leave.
What has grown Nationally is the stock of unused Annual Leave and the dollar cost of every day in that stock.
Roy Morgan reported 209 million days of Annual Leave due among paid Employees in September 2025 — up 9 million days, or 4.5%, on two years earlier, and still near recent highs. That is a National Balance-Sheet Story. Those days will be taken, paid out on exit, or carried at a higher future wage.
On days taken, the picture is mixed and should be stated honestly. Some Employer surveys have put 'unscheduled' absence around six working days per Employee in recent years. Other Workplace Datasets still show elevated short-term absence. Public-Sector reporting has also shown personal and miscellaneous Leave climbing in high-pressure Service environments. That Public-Sector figure is NOT a Private-Sector Average. It is a WARNING that Leave can rise even while Pay is rising.
So the Executive Fact is this:
You SHOULD assume Wages will keep moving.
You SHOULD assume 'Unused' Leave will be revalued at the New Rate.
You SHOULD treat 'Unplanned' Absence as a 'Team-Design' Problem NOT only a Payroll 'Coding' Problem from unqualified Payroll Professionals.
You SHOULD NOT tell the Board that higher Salaries automatically produce more Sick days Nationwide unless your own data shows it. What your own data will show, if you look, is that each day NOW COSTS MORE and that 'Absence' concentrates on the People who remain.
That is WHY 'Appreciate Attendance' sits beside 'Save Money' – 'Attendance' IS the Asset. 'Leave' is 'The-Priced-Use' (TPU) of that Asset.
5. Teams: The Place where the Three (3) Values Collide
A Team does NOT experience 'HR policy'. The Team experiences who is present, who is covering and whether the rules are the same for everyone.
When Attendance is NOT 'appreciated' — meaning measured, planned, thanked and Governed — the 'reliable' people become the unofficial overflow system. They absorb the extra hours. They train the replacement. They STAY LATE to close the Pay Run to Business purpose, contractual agreement and/or understanding. Their Time is spent TWICE. Their goodwill is spent once. THEN they take Leave OR they just exit the workplace.
When Time is NOT 'optimised', Managers spend the week reconstructing 'WHO worked WHAT', INSTEAD of Leading the week. Pre-pay Exception Reports exist exactly for this reason. Contracted Hours versus Actual Hours, Overtime Thresholds, Leave Balances, Award Flags and Payday Super Exceptions should be in front of a responsible Executive BEFORE Funds leave the Business — NOT after the ATO and the Employee already have the record.
When Money is NOT 'saved ' with Discipline, the Business funds inconsistency. One (1) Team gets a Loading 'because we always have'. Another Team is refused the same entitlement. Payroll THEN inherits a Dispute. RUNPAY® has already put this plainly: You cannot have your cake and eat it too. Resources are finite. The Employer funds every salary. Consistency is not rigidity. It is the only way Payroll can be accurate.
Teams also need 'Coverage Design (CD)'. Holiday periods, EOFY and Payday weeks are NOT surprises. They are Calendar Events. If two (2) Payroll-capable people can be absent in the same cycle, 'Attendance' has already FAILED as a 'design' value, NOT as a Personal failing.
'Appreciate Attendance' therefore means three (3) practical things:
SEE IT. Know who is in, who is on leave, who is overtime-fatigued, and who is carrying the Team.
PRICE IT. Know the current-rate cost of a day, including super and loading where it applies.
HONOUR IT. Reliable presence is a contribution. So is taking leave that has been earned, at a time the operation can stand. Unused Leave that never gets 'planned' is NOT loyalty. It is a future cash shock and a present burnout risk.
Physical Health sits inside the RUNPAY® philosophy for the same reason. A Workforce that CANNOT sustain Attendance CANNOT sustain Delivery. Movement, rest and recovery are NOT soft extras. They are exactly part of HOW Time and Money stay available.
6. What Failure Looks Like in Operations
A single broken value rarely arrives with a siren. It arrives as a pattern.
Save Money FAILS: Wrong Award, wrong Classification, missed Leave Loading, Super paid late, a Payslip that CANNOT be defended. The 'Saving' becomes a Recovery, a Penalty OR a Reputation Event.
Optimise Time FAILS: Manual reconciling after every pay, Executives in the detail, Procurement that still runs like an RFP grind, no pre-pay exception pack.
Appreciate Attendance FAILS: NO Leave Plan, NO Backup for Payroll, 'Presenteeism' in one (1) corner and 'Unplanned Absence' in the other, the same Employee Names on every after-hours list.
Each pattern hits Finance, HR and Operations together. That is WHY THIS IS an Executive Article, NOT a Payroll Tip Sheet (PTS). Payroll is the Ledger of whether the three (3) values are real.
Executive Action Items
Complete these in the next thirty days. Assign an Owner. Date the evidence.
Map the three Values to one page of Operations. For Payroll, Rostering, Finance, and Customer Delivery/Service, write what 'Save Money', 'Optimise Time', and 'Appreciate Attendance' mean in that function. If a function cannot name all three, it is running on habit.
Revalue Leave at today’s Rates, NOT last year’s Story. Produce a Leave Liability Report by Employee: Annual Leave, Personal Leave where relevant to provisioning, Long Service Leave where vested or approaching vesting. Recalculate at current 'Ordinary' rates plus 12% Super and Leave Loading where the Industrial Instrument requires it. Identify the Top Ten balances by dollar value. Treat Payroll as a Balance-Sheet item NOT only a P&L item. Show Wages AND On-Costs as a percentage of Revenue and as a percentage of Total Operating Expenses (TOE), then show Leave Liability as a 'dollar' stock and as 'days'. Split the view for any subsidiary or site that is Small, Medium, or Large in its own right. A 'Group Average' hides a Work Site that is already above a Safe Labour Ratio (SLR).
Put a 90-day Leave Plan against the Roster NOT against 'good intentions.' Ask every Manager to schedule earned 'Annual Leave' so coverage is REAL. Do NOT wait for December. High Leave Balances at Rising Wage Rates are a Cash and Team Risk.
Measure Attendance as a Team System. Track 'Planned' Leave, 'Unplanned' absence, 'Overtime' on remaining Staff, and 'Repeat Short Absences.' Look for concentration — the same people covering, the same days disappearing. Act on 'Design' (Roster depth, Backup Skills, Workload) before you act only on Business Policy.
Demand a Pre-Pay Exception Pack Every Payroll Cycle. Hours variance, Overtime, Leave taken versus accrued, Award and allowance flags, Payday Super exceptions, and Payslip completeness. If the System CANNOT produce this automatically, the System is costing Time you do NOT have.
Test Consistency with an Employer Lens. Audit one Policy that creates Payroll outcomes — Flexible Work, additional Leave, TOIL, or Event attendance. Confirm it is written, applied, and interpreted the same way. Document every exception with a Business reason. 'Inconsistency' is an underpayment and a culture problem at the same time.
Confirm Award Coverage and Classification for roles that have grown. 'Duties' NOT 'Job Titles' decide Award coverage. A Wage rise on the wrong Industrial Instrument is still a miss.
Name the 'backup' human for every Payday-critical task. Two people who can complete the cycle. One documented process. One tested week. 'Attendance Appreciation' includes NOT abandoning the person who 'Always Does Payroll.'
Give the Board a three-line scorecard.
Money: Cost of Wages PLUS Leave Liability movement this Quarter; Labour Cost as a percentage of Revenue; Labour Cost as a percentage of Operating Expenses.
Time: 'Hours' to 'Close' a clean Pay Run and number of 'Post-Pay Corrections'.
Attendance: 'Planned' versus 'Unplanned' days and Overtime hours on the covering Team. If it is NOT scored, it will NOT be led.
10. Use Independent Comparison before you buy another tool. A New Platform that ONLY automates a Broken Rule will help you FAIL faster. Compare System Capability (SC) against Australian Compliance, Award logic, Leave, STP, and Payday Super — then take Advice on the Operating Model (OM) around it.
A Final Note for the People Who Pay the Wages
You CANNOT buy your way out of a Values gap. You can fund the System, the Advice, and the Roster Depth that make the Values executable.
'Save Money' so the Business can keep employing people.
'Optimise Time' so Leaders lead instead of reconstructing last week.
'Appreciate Attendance' so the Team that actually shows up is NOT punished for being reliable — and so Leave is taken as a 'planned' part of a Healthy Operation, NOT as an 'unpriced surprise.'
When one fails, the others suffer. When all three are led together, Payroll becomes what it should be for Executives: a control system for People, Cash, and Delivery.
